Budgy Losing Feathers around the neck

Does anyone have budgies? I have two. One started to lose feathers around the neck. It doesn't seem stressed or in discomfort. Plays, chirps, flies, eats etc

I started to add vitamins and minerals to the water in case of deficiencies. It's been about 2 months, so I was hoping to see a difference. I don't have a vet that has any bird specialists near me, but wondering if anyone has experience with this.
