pepperpot not laying

Hi folks just wondered if anyone can help our two girls arrived on the 17th May this year. Lily the gingernut ranger started laying a week or so later but the pepperpot Belle is still not laying and its been four months now. Her comb is still not very big and the underneath of her feet are still quite yellow, i read the yellow colouring fades as they mature. Could anyone advise please.
