Bossey Hen

I have 2 girls in my Eglu, and have had them for a year. Recently one of my girls has started attacking the other one. If they have free run of the garden they are fine and also at night time they are fine, but if i'm out for the day and have to leave them in the run the one just seems to attack the other hen, and she now has very few feathers in her backend! I'm not sure why this is happening or how to stop it. I've tried keeping them seperated during the day but they both make alot of noise as they want to be together, I can't leave them out when i'm not home as i have had a cat in the garden showing an interest in them before.

Also the bossey chicken makes a LOT of noise early in the morning, and I live on a housing estate so don't want them to disturb my neighbours, any ideas on how to keep her quiet??
