What bits should moult first?

I was under the impression the general trend was neck, chesty/body, then tail.

 

Mattilda my speckledy has started moulting now too (Mrs Jones my bluebelle has a neck/chest mess going on just now) but is only having a bum moult.

 

She's a bit bloody - she is pecking round the base of the new growths. I've seen her do it. She's second in command so I don't think there's any bully pecking going on...

 

Is this normal? They look so skanky (we DO live in Medway so I guess it's par for the course) like this, I just want to check it's ok. :?
