Sock knitting wrapped stitches help please

I have been happily making socks with the traditional turned heel. I am currently making a thick pair of wellie socks that have a heel with wrapped stitches and the instructions are completely baffling me. The pattern says

Use 20 sts, rs facing

Row 1 K19, W1

Row 2 P19, W1

Rep last 2 rows working one stitch fewer (ie 18 sts on next 2 rows, 17 sts on following 2 rows) until 11 sts rem in work

 

I understand how to wrap a stitch but I thought the wrapped stitch was then left on the needle when you turned and not knitted in the next row.

 

So if I am wrong and you do knit the wrapped stitch on the purl row the first 2 rows then make sense. How then can you work 1 less stitch on the next row and where do you start (2 stitches less makes sense to me )

 

I am a pretty experienced knitter and this is really frustrating me.

 

Can anyone help ?

A wrapped stitch is mostly used for shaping garments and is really good in sock making.

You make the wrap and turn to come back on the worked stitches then on the next row the wrap is picked up and worked with the stitch so you are sort of knitting 2tog but it is one stitch .
