Sheilaz
I would think the in those terms is down to immediate danger, or not, from the smoke. Presumably toxic or poisonous would be a warning of deadly gases & therefore stay in & use masks, don't breathe it in. So, I think it was right to call in non-toxic in the first few hours, to avoid panic. Obviously it's still a pollutant, and not a good idea to breathe in any form of smoke or particles. Er, can I have a job on the radio? I gather the oil & fireworkers are having some success in tackling the site, the wind is blowing the other way now, so it's hard to tell from here now. Feel awful about the environmental impact, but relieved the initial disaster wasn't as deadly as it so easily could have been. PS. Had a lovely day off school with Esther! Bright sunny day, but she couldn't sleep last night worried at how serious it must be if the school was shut, and asking about casualties.
