You could put electric fencing round the pond. It only has to be a foot high. apparently they don't like to land in the pond itself but walk into it so the electric fencing stops them in their tracks. Make sure the foliage under the fencing is kept short otherwise it doesn't work.

I've been thinking more about this and it is more likely that you have a heron coming to your pond and they are around all year. My sister has them coming to her pond and she found the only way to keep them from stealing her fish is to put electric wire round the pond.

Looks like this

You can buy it from Amazon. Do a search in Home and Garden and type in Heron Scarer.

Hope this helps

It'll be a Heron after your fish and they prefer to land first on land then wade into the water once they're sure of the depth. If you want the pond to remain decorative-think about building a wall around the perimeter of pond perhaps using sandstone atleast 18" high because Herons wont step over something into water incase its too deep and also plant lillys in shallow areas to disguise the lack of depth.

There is also an old wives tail that Herons wont feed in pairs so if you put a plastic one by side of pond-another wont land.It dont work though cos a relative years back got up in morning to find two beside her pond (plastic & real!).

Electric fencing like already suggested is probably the best option though. If in doubt-zap em'...! :D
