Is image changed with paintshop pro or other programme???

Hello all (and especially those of you that are good with computers!!),

I wonder if any of you know how to get this exact effect with an image and if so, what applications have been used?

Its a picture of a chicken that was posted by "Jenni Chamberlain" and is called "Staring Mert". I love the effect and would like to do the same in a future project I have in mind. I have paintshop pro but am a novice and the closest I have gotten to replicate the effect is with the "posterise effect" and altering the contrast but it does not have the same effect really. I tried to find the person who posted the image up to ask them themselves but unfortunately they posted it as a guest and therefore I cannot speak to them directly to ask. If anyone knows this person I would appreciate you letting them know I am keen to hear how the image was altered. Failing this I would appreciate anyone telling me how I can recreate the exact effect, be it on paintshop pro or another package.

I am not sure which programme did this but you can get a very similar effect with some basic photo display programmes, there is usually a 'view' or 'edit' option on the Microsoft ones and you can then select an effect such as Chalk and Charcoal, Watercolour, canvas, hessian, stained glass etc... and you can normally adjust the effect too, this looks like the watercolour or stained glass option. Photoshop elements may also do something similar.

 

Edit - Just tried this but the three picture viewing programmes I have dont have the correct options although my old computer did have one that did this!

 

I have also tried with Photoshop Elements (costs about £70 but can be installed on up to 3 computers) and this has several options which do this type of effect the 'Sponge' effect seems to be the closest
