Even copyrigh-free clipart is only free to use if it is for non-commercial uses. They may consider that use on egg boxes and so on as part of a "corporate image" even if it is non profit-making, is a commercial use. However if you can persuade them that you take no money or make no profit then they may let you use it for free. Just because it is on the internet doesn't mean it is legal or free to use.
