Eglu cube or go up with 2m run

Hello. I am wondering if anyone can help me with one of our chickens. It is a blue rock hybrid and is 20 weeks old. It has stopped developing completely and seems to be rather confused. It's mother laid only the one egg and whereas previous cockerels we have had, have been ostricised this one has been fully accepted by the flock including its father.

We have never heard it crow ( caught it once having a go at one of the other hens) it has not shown any further development, still peeps like a baby but has stopped maturing. It looks like it ought to be a cockerel but is treated as though it is a hen. Does anyone have any suggestions or advice. We are rather stumped as to what is going on.
