It's sometimes breed-dependant - I've had some make pathetic attempts at around the 8-9 week mark, though they don't find their full voice for a little while longer. My Indian Game were the slowest (at just about everything tbh) and they don't start til they're quite a bit older.

Mine made a few feeble attempts at stringing more than one syllable together when he was about 21 weeks, but didn't really cock-a-doodle-doo till he was 25 weeks or so. A late starter I think! So I think the answer is, it really seems to vary!
