It could irritate the bird, and be dangerous if they got it caught. And surely it would damage the growing feathers, really not needed, maybe a extra layer of bedding. They get filthy and so harbour bacteria, and can cause accidents if the snag on fencing etc. If you have a particularly bald hen, she would be better off being kept in a sheletered environment until her feathers start to regrow.
