The people before had no car so probably kept them shut permamently. If the neighbour was watching for me leaving the gates open, then since the last letter they have definately always been closed. The second letter surprises me as if the problem was opening the gates (my fault), then the direction they open shouldn't matter. I'm annoyed they would take it further. We are sideways on a hill which is why the gates won't open inwards as they hit our drive and only leave a 2 foot gap. OH is taking it up with a local counsellor via a friend at work who thought it was silly the first time round (as a common situation locally).
