it works because a blue-colour image is "burned" onto your retina when you stare at it for 30secs (that's they used to have screensavers on computer monitors - well, same kind of thing anyway)

 

when you do the mouseover the image changes but (as long as you don't move your eye) your eye is still overlaying the blue image - and so it appears to be in colour. when you move your eye - that's like the screensaver... and the colour overlay is wiped...

 

(of course there's probably a more medically astute way of decribing that!)
