victoriabunny
Males reach puberty before females, typically between 12-16 weeks of age. Have a look between his legs - when he reaches puberty, his testicles will descend into the scrotum. He'll also start showing adult behaviours - eg scent-marking or mounting the female. As soon as his testicles are there, you must have him castrated. Females typically don't become sexually mature until four months of age so you have a bit of a window, but if she's an early developer there could be a chance of pregnancy. victoriabunny
It could just be him trying to practise, but if he has descended testicles might be for real. You need to have a look - take him to the vet if you're unsure.

The Dogmother
Ideally, both of them need to be neutered. The male to stop her getting pregnant and to prevent any anti-social behaviour on his part, and the female to stop her conceiving, but also to guard against uterine cancer, which is very prevalent in female buns.
