I wasn't even aware that there had been an 'issue'??

From what I can understand of it all-the government are not trying to ban chicken keeping. The petition is to get rid of the by laws which are already in place in some areas which prevents those people having back garden hens.

 

I may be wrong but I have not read anything about banning chicken keeping in general
