Surely it's not the size that matters, it's how they use their shovels?

 

Well, up to a point. I suspect that if we plotted the size vs skill lines, there would come a point (illustrated in your photo) where it doesn't matter how skilled your son is in using the small shovel, the size of his sisters shovel means his sister needs very little skill to do better job.
