I also used to pass on the name from one pet to another when I was in my teens... but instead of budgies called Fred, Fred II, mine were goldfish called Iggy, Iggy II, Iggy III... If it's a male then choose a name with no more than 2 syllables as you can teach him to talk, keep saying to him "hello *insert name here*" I like Magnus. My first budge was called Billy and my latest one is Harry, we never named the budgies we had in the aviary. Can you post a photo of him and his cage? I'd love to see it.
