I agree too, but, no one had a clue on what was going on, not even the police. They were telling people to get in their cars and leave, to where? People where gathering at the cordons, others where told to go to the local park, at night, when the whole park is dark (no lights in the park) My dad was talking to a police officer, who said that 1) We cant tell you whats going on as it might panic people (being evacuated is not panicking people then ) 2) We don't have all the information... They did the right thing to get people out if they though there was a risk, rather than waiting to find the information + then act upon it. A few years ago I went to pick DD up from school (right next to the police station ) to find the road closed and all cordoned off, and a diversion in place. Of course I thought the worst and that some lunatic was loose in the school. Actually there was a bomb threat at the police station - but still worrying.
